Fred H. Howard II
(1971-1975)

A native of Strong City, Fred Howard attended both the University of Kansas and Kansas State University, and served eighteen years with the Kansas Highway Patrol as trooper and sergeant, 1953-1971. A graduate of the Northwestern University Law Enforcement Supervision and Command School, he was appointed KBI director by Attorney General Vern Miller, on January 11, 1971, and served in that capacity until 1975, when he retired to accept the position of chief of police with the Topeka Police Department. He continued in the latter position until 1981. As police chief he was elected president of the Kansas Peace Officers’ Association (1979) and today Director Howard enjoys retirement in rural Wabaunsee County.
