Our inspectors are finding numerous facilities that lease tanks and equipment for filling cyclinders. If the company who owns the equipment does not want to accept liability for their leased locations by licensing them under their company, then the leasee' would be required to license the propane activity under their own individual name...which would include the Class 1 Dealer and the subsequent Class 4 and 5, etc.
